Making "penned" annotations as part of the outline levels?

I use outline bullets in OneNote quite extensively. Recently I started
using the screen clipping function as well.

Here is my question.

1. Assuming I have a screen clip on level 3 of the outline, if I view
only upto level 2, that clipped picture will remain hidden.
2. Let's say, I use the pen tool to scribble some notes on the the
clipped picture.
3. Now the clipped picture and the drawing are two separate entities.
So when I try to collapse the outline to just two levels, the drawing
is not part of the outine and so will not remain hidden.
4. Is there any way to combine them within oneNote? Also how do I
assign an outine level to a drawing?

If no straightforward method, are there any workarounds?

Wulf - unfortunately there is not yet any manual "grouping" command in OneNote, but we are looking into it. Great question.
