Making Rules

The New Rule feature appears to be turned off. How can I turn it on? I need
to make a rule and am needing the Wizard. But, I can't even get to the
Wizard. The New Rule button is faded (not accessible) and does nothing when I
click on it anyway.

Has it ever worked?
What version of Outlook?
What type of mail server?
Have you tried creating a new mail profile?

2007 is the version and it hasn't worked before, but I'd like it to work now.

So you have no rules created at all?

What type of mail server?
What happens if you exit outlook through File - Exit and go to Start - run
- outlook /safe, can you create rules then?
