manadatory data entry cells in excel

How do I make cells mandatory for a user to enter information and if the cell
is left blank the user should be prompted with a warning of the invalid entry

Validation can work for you.go to DATA>Validation in excel 2003. you can even
give your own error message. but validation has its limit.
