Manage security in project server

Hi,
I have a small problem if someone can help me asap.

For each project i have around 5 resource managers and one project manager.
Each resource manager has around 5-6 resources under him to manage.
The project manager creates the schedule and publishes it. Now i want the
resource manager to allocate the resources based on their availability and
assignment units. What is the best method to do that
1. How to i set permissions such that each resource manager should see only
his pool of resources, and see projects only for the resources he handles.
Will i have to create security and groups for each resource manager? If yes
then i am not able to figure out what are the exact permissions i should give.
2. Is it correct to give access to 4 RM and 1 PM to make changes to the
project in professional.

As Chris suggested, this is a big question. You need to work out the flow of
things with your stakeholders once you educate them as to the work involved
using various approaches. Nobody can possibly prescribe this for you without
spending time educating themselves and your stakeholders.
