Managed time periods in Pro

If we turn on managed time periods, will PMs be able to adjust actuals in
Project Pro during CLOSED periods? What about open periods? How do MTPs
affect users of Project Pro?

Yes, if is granted the relevant permission that by defaults only
administrators have.
"After you define a managed timesheet period and mark it as Closed, Project
Web Access resources cannot enter or modify their time entries; only users
who are assigned the Adjust Actuals permission in Project Web Access can
access the Adjust actuals page in Project Web Access and adjust timesheet
actuals." - Project Server 2003 Administrator’s Guide, MS online books.

I was talking about Project Pro, the desktop application. I know PMs can do
it in PWA if we grant them the Adjust Actuals permissions. Thanks, though.

If you are using Managed Time Periods, your PM's will NOT be able to change
actuals or enter actuals manually in the Microsoft Project plan. The use of
Managed Time Periods assumes that all actuals are entered and submitted in
PWA timesheets or are adjusted through the PWA Adjust Actuals page. The
only exception is manually marking milestone tasks as complete in the
Microsoft Project plan. Hope this helps.
