Manager cannot create resource account

I have a user who does not have admin rights and has not yet installed PWA.
When she attempted to publish changes to her project plan, she received

"0X8C040017 - Manager cannot create the resource account.

Am I correct to assume that this is a result of not having PWA installed yet??

The user has a local resource in her project, which is the source of the

I am receiving the same error. I tried the suggested resolution, however, I
still receive the error. In reviewing the Resource Sheet for the user owning
the project plan, I found no local resources. One was added and then after
receiving the error they removed it. Any suggestions for resolving this
issue under the circumstances?
