managing and creating enterprise views for web access

I am trying to create filtered project center views for specific execs within
my company. From the project center page, each person can create their own
view, filtered by any of the fields. When trying to add a view under
admin->manage views, the only options for filtering are outline codes. I need
to be able to create views that will show only project with certain name
characteristics or ones in a particular development phase. How can I utilize
the outline codes to help create a view that is more usable by execs and
upper management who only want a high level view of things that apply to them
rather than a list of all projects.
