Managing different projects with one resource plan

This should be possible, but i do not know how to:
I'm leading a huge project (28 countries involved). this project is
subdivided in small sub-projects (every one with a responsible person
that works with me - side a side).
The resources that i have i can good handle them with Project,
however, the project has grown in complexity as in size, therefore, i
would like to manage it as different project FILES.
My question is: how can i share the resources in all my sub-project
files?
I presume this is a basic functionality of Project Server, and the
question is actually : can i achieve this without Project Server (only
with Project 2007 Professional)?

Hi,

Yes.
Make a resource pool (a project with only the resources and their
properties) and keep that one open throughout the process.
In turn, open each project file, Tools, Resource Sharing, Share resourc, Use
resources from... your pool
Save and close.
At the end, save the pool.
