Managing Outlook 2003 SP2 Archived folders

I have a user that has about 20 or so folders he wants to archive. He wants
to control how they are arranged and he also doesn't want to have a
20 different archieved folders under his mailbox. Is there a way to merge
folders that he has already archived to condense how many folders show up
under his mailbox? Thanks
