Manifest: XMLtoEditName property

The note below is in the Microsoft documentation for the value of the
XMLtoEditName as a file property

"The use of this value specifies that the corresponding value attribute
value MUST be the seed value for the componentId file property"

What is meant by a seed value for the componentID file property in this
context.

I understand that this property must be present as a file property of each
view but can someone clarify or explain the relationship be the value for the
componentID property and the XMLtoEditName property?
