Manual Archive Problems in Outlook 2003

I am working with a client that is running Outlook 2003 SP 2 with
Business Contact Manager, on a Windows XP Professional SP 2 machine.
The client is constantly exceeding the mailbox limit. (I have tried to
get him to move, delete or otherwise clean up his PST Folders, but that
is a lost cause.) We are using Internet Mail, not Exchange Server.
When I try to "Manually" archive some of the oldest (5+ Years)
messages, the archiving runs without any errors, and creates the
Archive Folders and Sub-Folders. However, no messages are archived. I
have verified that the archive criteria is set correctly, tried
Microsoft and Technet's KB, as well as other forums and groups, but
have not had any success. I have also "replicated" the problem by
loading up my PST (I also use Outlook 2003 w/ BCM) and I can
successfully Archive manually and automatically. I am 1 step from
calling Microsoft, and was hoping to aviod that if I can. Any
assistance is greatly appreciated. Thank you for your time and
