Manual updateing tasks PS2003

I have an issue where a PM goes into MS Project Pro and updates a task to
100%, if a resource assigned to that task later submits a % complete, that
task changes back from 100%. Is this expected behavior and what are the
workarounds?

The manager and the resource can't both be correct. By default the resource
is having the last say because they are saying there is more work to be
done. The task cannot therefore be complete. I don't think you want to do
anything different? I would educate project managers in making more precise
task descriptions so it's easier to define when they are complete and
educate resources in the standards you need for updating tasks.
