Depending on your Word version, and features available, in general, it can be
done. You would most likely want to view this document in the Web Page
Preview, instead of the Print Layout Preview. You might also want to make
sure that your Internet access and Firewall settings are condusive to create
functional links. Help files are available within Word, to show sample
layouts, and note the end-result differences between these previews.

Searching through "All Media Types" at Clip Art and Media, I found some
options, using keyword: United States. An example is j0189267.jpg, Style
550, which has an estimated other 216, similiar images, all resizable. These
are called Encarta Maps. You might consider visiting the Encarta site for a
wider selection. As far as inputing the links for each State, I'm not sure,
but I found something similiar at ftc.gov. They had it set up with a full
map, and label on each State of the Union; so that when you clicked on the
desired State, it would lead/link you to the selected State's website. If all
else fails, there's always Google. : )
