Map template

I would like to create a template in word, that has a border, legend of
symbols and date created section. All that has to be done is drop the drawing
in the middle with everything outside explains the map. Eg: architectural
drawing. I have all the symbols so i can seperate or make as a single legend
.... or if somebody has a better idea or premade template

Maybe do it as a table with a variety of merged cells? Though it seems
as though Publisher would be better for this task.
