Margin error when double spaced

When I have bottom margin set at one inch and line double spaced, How
do I keep the margin at 1 inch. If the last line goes lower than 1
inch it goes to next page, however the bottom margin is now wider than
1 inch.

You can't. Disabling "Widow/orphan control" (Format | Paragraph | Line and
Page Breaks) will help, but unless you have set the line spacing so that a
set number of lines exactly fills the margin height and no paragraphs with
"Widow/orphan control," "Keep with next," or "Keep lines together," you
cannot make every page uniform unless you set the vertical alignment to
Justified (Layout tab of Page Setup), which usually isn't very satisfactory.
