Margin from bottom edge of a page to the last line of the last paragraph

Been going nuts on this. I have written a book on Word 2007 and, reviewing it, I noticed that on some pages the distance between the bottom edge of the page and the last line differ. When I attempt to fill that gap with the first line of the next page, it won't let me. Neither is it any use hitting "Enter" in that paragraph, because it only makes a difference some times. How is this rectifiable? I'm thinking it has something to do with a certain setting...

There are numerous factors that may be at play here. For example any one or more of:
• the before/after space between paragraphs isn't an exact multiple the paragraph line spacing;
• widow/orphan control where a paragraph would otherwise only have one line on the next page;
• headings and the like that use a different font and/or point size than other paragraphs;
• the presence of footnotes.
