margins don't work with columns

I have a Word (XP) document with a section break and then three columns. I
do not seem to be able to change the top and bottom margins for this
section. I can change them, but it does not have any effect, even setting
them to extremes, like 2" does nothing.

Margins can be changed only for a section that starts on a new page, not a
Continuous section.
