Mark my comments option is grayed out...how can I enable it?

I'm trying to follow the Help instructions below. However, when I get to
that option, it's grayed out and I can't enable it/check the box.

Customize text used to mark comments in a message reply
On the Tools menu, click Options.
Click E-Mail Options.
Select the Mark my comments with check box, and then type the text that you
want to use to identify your comments.

Note When you reply to a message, this text will be used to identify any
comments you make in the body of the sender's original message.

This occurs when your default email format is set to Plain Text instead of
Rich Text or HTML. 'Tools|Options|Mail Format|Message Format section',
change "Compose in this message format" to be either Rich Text or HTML; if
you'll be emailing folks that DO NOT have Outlook, select HTML because most
non-Outlook email clients don't understand Rich Text. Applying either
message format will make the "mark my comments with" checkbox active.
