Marketing Campaign not Working

I am trying to setup a new marketing campaign but it shows total recipients
as ZERO. I am telling it to use ALL Business Contact & Leads. I have HUNDREDS
of Accounts AND Business Contacts in BCM. I can view them in their respective
folders OUTSIDE of the Marketing Campaign window, but can't get them to show
up WITHIN the marketing campaign window.

In the "Review & Filter" window I am choosing every possible option but
"Total in List" is still ZERO.

What could be wrong?
