This could be a due to a missing file or a permissions issue. I would recommend repairing or re-installing .NET 2.0:
1.) Restart the computer
2.) Start | Control Panel
3.) Add or Remove Programs
4.) Click "Change/Remove" Microsoft .NET Framework 2.0
5.) Select "Repair", then click "Next" and follow instructions
6.) Restart the computer
If that does not take care of the problem, you might need to uninstall Microsoft .NET Framework 2.0, then run BCM setup to
re-install .NET Framework.

To turn on logging, you just go to help->about Microsoft Business Contact
Manager At the bottom of the dialog there is a check box to enable logging.
The log file will be created in %temp% folder named bcmv3_log.txt Once you
repro the error, open the log and find the first instance of [E] Those are
the lines we are looking for.
