Markup and Track changes on when Word starts up

Hello,

Recently, Word 2003 began starting up with markup and track changes on. It
applies both to new and old documents. Word has never done this before, and
I don't think I've ever even used either function.

I have read all of the previous threads and suggestions. I have removed the
check mark from "make hidden markup visible when opening or saving" on the
security tab. I have also accepted all changes as I open documents.
Unfortunately, the next time the documents are opened, markup and track
changes is on again.

Is this a bug? How can it be fixed?
