Mass Changes for Resource Allocation

I am using Project Server 2007 in what seems to be a unique way.

All of my estimated and actual times are recorded in a different
application. On a weekly basis I export all my project data out of that
other application into an Excel format which I then import into MS Project.
This means that each week I open the project, delete everything out of it and
import the new information. This seems to work great in that I don't need to
do double work by reentering all the information into MS Project. However,
when I do this, there are numerous cases where a resource has already
exceeded the orginal estimate on a project and the resource allocation
becomes something larger than 100% (I've seen it as high as 4,000%). When I
attempt to level my resources I am prompted for each resource that is
overallocated (which is just about everybody). I manually go into each task
and change the resource allocation to 100% which in turn I tell Project to
adjust the duration.

My questions:
1. Do I need to do this? Do I need to set my resource allocations to
something lower? What is the impact if I do not do this? I think I have to
do this or the leveling will cause the schedule to not come out correctly.
2. If in fact, I am doing the right thing by changing the allocations, is
there a way to reset all my resources to 100% enmasse?

No, it is set as Fixed Units. Should it be Fixed Duration?
Can you help me understand what this does?

I have another question that may help shed some light. My import includes
Task, Outline Level, Prioirty, Baseline, Work, Actual Work, Remaining Work,
Start, Predecessors, Resource Names.

After I import, I notice that most of the resources have a percent
allocation indicated. Where does this allocation come from?

My default Task Type is set at Fixed Units.

Any help would be appreciated!

Just to close this up. I found the answer. Duration must = Work in order to
have allocation = 100%.
