Master Pages and Templates

I'm attempting to re-create a document in Publisher that i've created
in Quark - basically so that other people within the business can edit
and create new pages.

There are a number of page templates that i would like users to use to
create the documents so have created a set of master pages as one
would in Quark. However you then can't edit these items when they're
in normal page layout view. Is there any way to make some of these
text boxes editable in the normal page layout?

Master Pages are not template pages on which other pages are based, they are
background pages that appear behind selected or all pages in a publication,
and are uneditable without editing every occurance of the Master Page.
