Is it possible to use a sub plan in two different master plans? For example,
could a testing sub plan be a part of a master software development project
and reused as part of the testing department's master plan?

There is a limitation in using the same project as a subproject in more than
one master project. Consider the following scenario:

Master Project 1
Project A
Project B

Master Project 2
Project B
Project C
Project D

If a PM opens Master Project 1, the system checks out and opens Project A
and Project B Read/Write in the master project. While the PM is working on
Master Project 1, another PM opens Master Project 2. Because Project B is
already checked out to the first PM, the system will open Project B
Read-Only, and will check out and open Project C and Project D Read/Write in
the master project. Hope this helps.
