Master Project Publish Crash

I've got a master project that I can publish successfully with the existing
three inserted projects. When I insert another project called "Code of
Conduct" and publish it crashes Project Pro 07. If I create a new Master
project and insert the project and publish it will crash the Project Client.
It seems like this project is corrupt.

What can I do to fix the Project plan?

From your description, it sure sounds like the project might be corrupted.
I would recommend that you open the project and save it as an XML file.
Then ask your Project Server administrator to delete the project from the
system. After saving it as an XML file, you must close the file and then
open it using the Import/Export Wizard. From there save it as an MPP file
and close it again. Finally, import it into Project Server 2007 using the
Import Project Wizard (Tools - Enterprise Options - Import Project to
Enterprise). Hope this helps.
