There is a big shortfall in Project Server which managing Master Projects.

According to Project Server guide it is not recommended to publish a master
project plan on the server because it may cause duplicate assignments.

So how can executives monitor master projects?

it is a very important concept according to PMI.

What is the recommended approach in Project Server?

Rami,

One common means to grouping like projects for executives is to use an
enterprise project outline code. The code can define the "hierarchy" of the
various programs. Then you can define project center views that group the
projects based on this outline code. You can also use the project outline
code within the portfolio analyzer to monitor key measures across
programs/projects.

Although publishing master projects is not recommended, they can be saved.
This enables a user to open the master project via Project Pro. You can also
dynamically create master projects by selecting multiple projects in the
project center and opening them.

Hopefully these options give you something to work with. I will concede
that there is some opportunity for improvement, which is probably why MS is
adding some "program" capabilities into project server 2007.
