I have created a contact group for a mass mailing (bulletin for a service
club). Is rejected. Pop up says have too many names. Is there a maximum
amount of names in each contact group?

That limit is set by your mail service provider, not Outlook.

Try doing a mailmerge from that category. (Outlook uses Categories, not
Groups)

What do you mean by a "contact group" and where do you see this "popup"?
What are you doing when you see it? What version of Outlook? What type of
account?
