Yes you do - either the full retail version, or else a runtime version that is
available with the Developer's Edition of Office. The latter version is
designed for distributing to PCs that don't already have Access installed.

Note that a MDE file is basically a MDB file with all of the code compiled, and
so cannot be altered by users. Also, a MDE should run at the same speed,
whereas a MDB file can become decompiled over time, and performance may suffer
as a result.
