MDB attachments being blocked

All clients have Windows XP Pro (up to date with all patches and SP's),
Outlook 2003 connecting to Exchange 2003. Many of our users are reporting
that they can no longer receive MDB attachments. Note that it is sporadic.
Some get them and some not. We use the Exchange security template with MDB's
set as removed from blocking. All client PC's have the registry entry to
point to the server for the settings. We use WSUS so all clients should have
the same updates. I had thought maybe a recent Office security update caused
this so I rolled back some test machines without any luck. I even
re-published the security template on the server. No luck.


Suggestions?

Follow up: I added TXT to the Add section of level 2 attachments to see if
they would be blocked. Nope. It appears clients are no longer looking at the
server for attachment settings. Did a recent security patch change this
behavior? I can't imagine that since all my client PC's get the same
updates...

Turns out that ALL level 1 file types that were removed via the security
template are no longer being sent. I had added them as level 1 types. The
types are MDB, REG, and BAT. Outlook appears to be using the default
settings instead of honoring the Server supplied values. I have two Public
folders Outlook Security Settings and Outlook 10 Security Settings. I have
tried the values 1 and 2 for CheckAdminSettings in the registry.

In Help | About Microsoft Outlook, does Outlook say that security is admin controlled or user controlled? Outlook version number?

Do you see any difference between behavior with Cached Exchange mode and direct online mode?

Sorry for the post. I went through all the deployment steps again, one by
one. Now it is working again. Strange how it broke, though.
