mdb cannot not be opened because you must restart the application.

I got a warning to increase my security so I downloaded the recommended
Jet-something file and now I am stuck. When I try to open the database, I
get the message "mdb cannot not be opened because you must restart the
application for the new security level to take effedt. I have totally
rebooted the computer several times. Please help me open my file.
