.mdw file when migrating from 97 to XP

I've tried opening up 97 database apps in XP and had the
property specified to point to a custom-built .mdw file
located in the same folder (i.e /wrkgrp....). When the
database is opened with Access97, it prompted me for
userid and password as it should because of the workgroup
(.mdw) file. Yet when I opened the same database in XP,
it goes straight into the database application w/o
prompting me for userid and password. Shouldn't it bypass
the default system.mdw and point to the custom-built .mdw
file as specified in the property of short-cut? Please
help...
