They're not centimeters; they're "character units." See

Sounded like a fix, however, it did not solve the
problem. Although it looks like the ruler is measuring
inches the vertical is only about 75% of the horizontal
as far as actual spacing. What I see in page preview is
a document that looks like 8 1/2 x 14 instead of 8 1/2 x
11. By the way the print job is correct. Hope this is a
better discription of the problem.
