Meeting double booking

We have Exchange 2000 and Office XP (OUTLOOK 2002).
1- User 1 books a conference room, say on a day from 8:00
AM to 9:00 AM he receives a message saying resource was
booked successfully.
2- When use 2 books the same conference room for the same
day and time (Monday, 8:00 Am - 9:00 AM), he gets a
message saying that his booking was successful too.
Outlook should not accept double booking for the same
resource.
Do you guys have any idea how to fix this problem?
