Meeting notifications anomallies?

Here's one that has me baffled - a department secretary
sets up a "Peer Review" meeting between four faculty, she
is not an invitee to the meeting merely the invitor on
behalf of the department chair. Two faculty accept, two
decline. She then sets up a "REV Peer Review" meeting
between the four, two accept, one declines, and one of the
previous declinees does not respond. However, this person
has not as yet even looked at the invitation yet in the
responses from the other invitees to the department
secretary it shows she has declined. The department
secretary then sets up a "REV REV Peer Review" meeting,
three accepts and the previous declinee does not respond,
yet in the responses from the acceptees it shows she has
declined.

I was able to replicate this somewhat in the field, but
cannot replicate it in the shop. My feeling is it is tied
in somehow to either the invitee has checked the "Don't
show me this again" check box in the "Do not send read
reciept" dialog at some point in the past or with
the "Automatically accept meeting requests and process
cancelations" feature under Outlook (2k & XP)
