Meeting Request message not recognized in Outlook

From an Outlook 2007 PC we send a meeting request to several users. One user
running Outlook 2003 has trouble with the meeting request. The user receives
the email but he can only see the header and it doesn't allow the user to
"accept" the meeting request.

Have this person run Outlook in safe mode and see if the behavior changes.
Start Outlook in safe mode either by holding Ctrl when starting it or by
entering Start>Run>Outlook.exe /safe (being sure to include the space before
"/safe").

Are all the updates installed on outlook 2003? There is an issue with
meetings between the two versions.
