Meeting Request - Responses

Environment: mixed, with Outlook 2002, 2003 and 2000, XP to WIndows 2000 and NT. From Outlook 2003 on XP, send a Meeting Request
2 issues: 1) some people are prompted for a Response while others are not (The Response Requested in Actions is checked
2) some of the Responses come through while other do not.

Any thoughts
