Meeting Request Responses

When a meeting request is accepted a response is not sent to the requester.
We are not given the option to edit or create a response, the action of
accepting the message simply adds the meeting to our calendar. I have
verified that all of our users are set to "request responses". What can be
done to ensure that responses are sent and recieved?
