Meeting requests (changes) not received by attendees

I see behaviour in MS Outlook where a delegate sends a meeting request on
behalf of the mailbox owner. Either the attendees do not receive the request
(but the meeting appears in owner's Calendar w/ attendees listed - or when
the meeting is scheduled and the time changes, the update doesn't go to the
attendees, but is shown correctly in owner's Calendar. It's an odd one that
is more annoying as it only happens intermittently
