Meeting updates

Just upgraded to Outlook 2003. For an existing meeting
invite, I added a new attendee. The update went to all of
the attendees. I didn't get the pop-up option to send the
update to all or only the added/removed attendees.
(Resource remained unchanged.) It seems that when I go to
the toolbar and choose Action>Add or Remove Attendees
option, it is inconsistent with the pop-up confirmation
request. Any ideas, or is there a glitch?
