Member of DL not received external emails

There are 4 people in the DL. 3 people are in domain A and 1 person along
with DL are in domain B. When an external email sent to that DL, 3 people
from domain A received it.

server: Exchange 2003
DL setting: Universal | Distribution

Any suggestions and solutions are appreciated.
