memory error when using shortcut

When trying to open a Access 97 DB from a shortcut on a
WinXP
desktop:
" system error occurred, or there isn't enough free
memory to start
Microsoft Access. Close unneeded programs and try again. "

Can open the DB fine if I open access, then open the DB
no new installs on the pc...
is this a DLL issue? if so what DLL?

If you are using Access 97 or Access 2000, make sure you have the latest
service packs applied. Particularly with Access 2000, this issue is
addressed with Service Pack 1.
