Not enough information to go on, but here are some suggestions that might
help.

1) Do you see the same issue if you start Outlook in safe mode?
Start > Run > outlook.exe /safe > OK button

If you don't receive the error message, then look to 3rd party programs that
are installed that integrate/protect Outlook data. Some examples are
security (antivirus/antispam), pda, fax, Acrobat (full version not reader),
desktop search, .etc. I considered pointing you to:

http://support.microsoft.com/kb/269794

But w/out troubleshooting to determine if it is a 3rd party program that is
killing you, I'm really not sure if I would implement the registry key.

Other than that, it would have helped if you posted what operating system
and what service pack you have installed on said operating system + the
service pack level for Office/Outlook 2007.

I can’t run outlook.exe/safe

That's because you neglected to put the space between "outlook.exe" and
"/safe".

okay, so do you have any of things I mentioned installed on your computer?
Have you tried uninstalling one at time until you find the culprit?
