My onenote file keeps growing. No matter how many pages I delete the onenote
file size keeps increasing. Is there a solution for this.

Something to try:
Go to Tools--> Options, Save and click "Optimize all files now" You might
also try playing around with both the percentage of unused space and the
optimize after times.

Adding to Kathy's response - there's no need to do this step normally -
OneNote is pretty good at managing the space inside its Section files.
Unless there's a serious space crunch on the hard drive, let OneNote's data
files grow. There won't be a performance hit on the machine - OneNote can
handle large amounts of data and large numbers of Notebooks/Sections/etc.
