Menu and Toolbar lockup

Frequently my menus and toolbars lockup on Outlook 2003. I have to exit and
restart OL to get them working again. Anyone know what causes this and how
to fix it?

I can still open emails, etc, but menus and toolbars won't respond to
anything.
