menu bar no longer functioning

This started a couple of days ago. I cannot open (drag down) anything
on the menu bar except 'fonts'. No 'tools', no 'file', no 'edit', no
nothing. I have no idea where to begin looking for the source of this
problem. This is the 2001 version.
