Menu problems

Problem:
When I open a new document (or an existing document) in MS WORD, many of my
drop down options are unavailable. For example, under the FILE drop down
menu, the options of SAVE, SAVE AS, SAVE AS WEB PAGE, VERSIONS, WEB PAGE
PREVIEW, SEND TO, and PROPERTIES are all unavailable. Under the TOOLS menu,
the CUSTOMIZE and OPTIONS choices are unavailable, along with a few others.
I won't go through the list of all the other unavailable options in other
drop down menus, but there are many.

Ironically, when I close the document using the X in the upper right corner,
the program asks me if I want to save it and it gives me the opportunity to
save or save as. But, I cannot save a document unless I close it as
described.

I have uninstalled and reinstalled MS OFFICE. My copy is perfectly legal.
Everything seems to have worked well until about two weeks ago. I cannot
identify any particular event that occurred (although I'm sure something
must have triggered this).

Office automatically hides the least used menu items. to view them, click the
bottom of the menu (the double down-pointing caret). or leave the menu open
for 5 seconds, and it will automatically expand.

Or disable this annoyance by choosing "Always display full menus" in Word
2002/2003 or disabling "Menus show recently used items first" in Word 2000.

I thought there was an option for that, but I couldn't find it. could you
point me in the right direction?

Sorry, I thought I'd said: on the Options tab of Tools | Customize.
