menu, toolbars & ruler have all disapeared

strange problem - word 2000 on a win 98 machine - when word opens all that
can be seen is the title bar and the document itself - no scroll bars / no
status bar / no menu bar / no toolbar - however the ruler will pop down if
you move your cursor to the edge of the title bar - alt & F doesn't work (or
any other combination that i tried).

did a "repair"
then an uninstall and a re-install - neither solved the problem
the user (a friend) says that it has been like this for a long time so he
hasn't been able to use it, but as he's received a word email attachment he
now needs to print from it (ctrl & P didn't work either).

he says that he's done a full virus check recently (says he does one each
week).

any ideas on what's wrong and how to fix it?
