Menues not accessible in Excel Office 4.21c

Installed Office 4.21c, german PPC Edition under MacOS 9.2.2 also German
version on a G3 MT.
Word, PPT works fine.
With Excel I have the following problem:
The Menues are not accessible by clicking them with the mouse. They
work fine by shortcuts, but not with the mouse. (For example I can not
not close Excel with the mouse, only with Ctrl + Q.)

Any hints?

Excel 5 is usually considered as not compatible with Mac
OS9. You'll have to upgrade to Excel 98, or downgrade to
Mac OS 8.6 in order to have things work as they should.

Excel 4 is also said to run, but you'd loose some features
that way...
