Menus are disabled, Shift Key doesn't work

Hello.

With no deliberate intervention on my part, Access 2003 no longer shows the
menus. The toolbar is intact. "Help" says all I have to do is select the
"Tools" menu item and pick "Startup" then "Show Full Menus". Problem is,
there are NO menu items.

This applies to all the mdb files I've made in the past, and when you open
Access 2003 without an mdb file, there are no menus.

I am not sure how or why this happened, but it sure hasn't been helpful.
Any idea as to how to change this new default behavior of Access?

I have edited registry keys before and can copy and paste VBA code into
modules -- but I'm not enthralled about adding a new module to each of my 70
or so mdb files.

When you open Access without opening an mdb file, right click on a blank
spot on the toolbar and select "Customize". Is Menu Bar checked (Toolbars
tab)? If not, select it, then click Properties and uncheck Allow
Showing/Hiding.
