Menu's gray

On Access the menu's (except for File) are all gray. I am
currently using XP and have even re-installed, but they
are all still gray. I can't figure it out, but it's
causing some real problems, because obviously, I can't use
Access to it's fullest. I have never seen this happen
before.

Does anyone have any ideas?
